I find this a bit odd... In that case, it's probably a misfeature of Windows: in some cases, it is known to deliver timer ticks to background DOS programs at a very slow rate. Apparently, the wise guys at Redmond think that a DOS program that is in the background doesn't need to see timer ticks...
