Use something like this instead:

    %{Zwin32: -Le:/djgpp/rsxntdj/lib/all \
        -Le:/djgpp/rsxntdj/lib/%{Zmt:m}%{!Zmt:s}t}

If `-Zmt' is on the command line it uses the `mt' directory;
otherwise it uses the `st' directory.  I think this is what the
author intended.
