Can't help you with the first problem, but this one is clearly mentioned in the FAQ. GNU makefiles _must_ have TABs as the first character of a command line, not spaces. Most DOS editors will use spaces, even if you explicitly press the TAB key. Emacs is good about this assuming you tell it to turn on 'tabify' in your _emacs file; different editors have different solutions.
