You are probably using the wrong address.  These are the current addresses
where you can find DJGPP: 

  ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/

  ftp://ftp.coast.net/SimTel/vendors/djgpp/

The first one is recommended, since it is (and will be) updated much more 
frequently (in particular, ftp.coast.net doesn't have DJGP and other 
latest additions).
