I believe this has been fixed in gEDA/gaf 1.10.0, so I'd recommend you to 
upgrade to the latest version.  The whole action mechanism has been 
revamped, allowing users to customize the toolbar and context menu, among 
other things.  You can find the latest sources as well as a list of what's 
new in 1.10.0 here:
