Yes, any 2d cad or drawing program would suffice, depending what your 
postprocessing requirements are. I have used xfig and gschem.

I have some symbols done for gschem and xfig and a program [1] to
convert the xfig ones .sym files.

You have help from the netlist, but you need to manually make
your wire list since neither gschem nor pcb will help you with
that.

Though you could possible have symbols with multiple pins for a single
pin where more than one cable is attached, and cable number, name,
type and colour could be entered as attributes and extracted to
something something like:
