Yes in sort of. I draw the cables between circuit boards add a suitable symbol, add a "source=filename.sch" attribute and it work rather well.

Buses would be very use for cables with more than one strand and I do not know which attributes are useful.

No PCB would not be useful. I am not sure if 3D CAD program can import netlist, an attribute to specify 3D drawing would be possible, for example a *.step file and cable properties of course.

Maybe, take a look at cschem http://repo.hu/projects/cschem/ if I understand correct it have symbols and connections at it's core while attributes including rules are handled by plugin but I had no time to look at it. I read discussion about beside circuit boards integrated and if I understand correct also figured out it would work perfectly well for cable drawing, with an appropriat plugin.
