In pcb-rnd, you can use the qfp() parametric footprint which requires 
exactly those 3 main parameters that you listed:

qfp(64,9x9,0.5)

Press 'i', enter the above text in the filter and you get the footprint.

Alternatively click on the edit button to get the get a GUI dialog for 
tuning the parameters.

You can specify footprint=qfp(64,9x9,0.5) in gschem and it will work both 
with gsch2pcb-rnd and import schematics from pcb-rnd.
