This is a little tricky. I guess we need to decide if it needs to have a
"project::" namespace or similar, or can be a global scope one!

I guess it will evaluate to a list of backend names. Such a configuration
might be called "target-backends" or "workflow" or something like that.

"load-backend" could be a directive or action, and each backend when loaded
would register attributes it uses.
