If I underastand correct Wilkinson splitter is a form of radio component possible to make by adding a specific shape onto a copper layer.

Only possibility to make this now is by copy and paste. I think they way to implement would be to allow any drawing primitive on any layer within a footprint or element as it is called in pcb.

To tag copper as belonging to a particular footprint would be one method to implement allow any drawing primitive within a footprint but I doubt tagging drawing primitives is workable in practice.
