For me, if I switch layers while in the process of drawing a line, it pcb
automatically add a via and continues drawing the line on the new layer.  I
think this is what you want?  This sequence is the one to try:

1, F2, left_mouse, move_mouse, left_mouse, 2, move_mouse, left_mouse
