I like this patch which makes the arc tool more versatile. You select

The initial coding was done by Ineiev back in 2007. In September 2012 
Bert Timmermann adapted it to the new coordinate handling. In November 
accommodated it again to work with further changes to the core. The 
patch was kind of soft-rejected by him though. He mentioned to look 
into it after he got a backlog of GL stuff sorted. This was in 
November 2012.

I for one like the way the patch works. So I tend to apply it to my 
local compile of pcb. It helped me a lot with outlines and footprint 
silk, too.
