I don't see any inconsistencies (probably, some bugs). Could you list
any of them?

There are limited cases where those keys are used. I don't know of where
the last case is used, either.

Short answer is 'no'. See, e.g.

The best you can do for you and for devs is to file a bug report on
launchpad with an exact description of the behaviour you want to have
for a concrete mode. Then anybody interested could discuss this there.
Discussions here tend to have no result.
