Close, its usually called a title-block.
In gSchem, the titleblock is just a schematic symbol like the components
used in your schematic drawings. The easiest way I know of is to edit the
schematic symbol for the titleblock (ie. title-B.sym) and add the text
directly to the symbol, then save the symbol someplace gSchem can find it.
Then for your drawings you replace the old titleblock with your new one.
