Scheme is fine once you learn the principle “Recursion is cool, but never use it if (map) or (for-each) will get the job done.” However, its problem is that few dare to try it.

*Lots* of high-level languages would work well for the high-level parts. However, most would have the problem of unfamiliarity that Scheme has.
