Agreed.

I believe a process could be adopted or contrived. For example, voting with dots could be used.

Using Scrum/Agile as a starting point would be better than what we have now.

Having "heroic programmers" dive in and code everything indicates a problem to me. Not only do we lose programmers that only have a limited number of hours to dedicate to the project, heroic programmers tend to burn out and leave.
