I've been looking at   https://github.com/DanChianucci/Eagle2Kicad

it is in python and will apparently convert eagle schematics to kicad
format, which may be a useful stepping stone for you.

I am looking at it and figuring out how best to add direct eagle-gEDA
footprint conversion currently.
