I don't know of an existing tool, but the file format is plain text
and well documented.  A plugin or perl script shouldn't be that hard
to do.

Note: a general "scale a component" option is not a good idea; real
components aren't scalable and we shouldn't give the user a tool that
will so readily shoot them in their feet.
