You didn't mention if you checked the basics:

* Can you spin the rotor by hand when it's disconnected? if not, it's
probably seized up for some reason (rust inside?).
* Have you checked winding continuity?
* Are the windings connected properly? if 2 of the wires are mixed up,
you'd either get both ends of a winding at the same potential or an open
circuit, depending on how it's driven.
