Did you activate "rubber band mode" in the settings menu?
This mode tries to keep tracks connected when a segment is moved.

To drag a whole track you must select it first. This can be achieved with 
the find action:
1) put the mose above a segment of the track.
2) press [f] --> the whole track gets highlighted in the "found color". 
3) do select_all_found from the select menu --> the track gets selected
4) drag on the selection

step 4 may be replaced by cut and paste.
