Hi,

You can either download the tarball from launchpad 
https://launchpad.net/pcb-plugins , a ppa from 
https://launchpad.net/~mehanik/+archive/ubuntu/geda-unstable or clone 
from github https://github.com/bert/pcb-plugins

Get a free github account, add your code to your cloned repository and 
do a pull request.

Your commits are welcome :-)

BTW: I started a topic branch in my pcb working repository to include 
plugins into the upstream repository of pcb, eventually to be merged 
into master and pushed upstream, at the moment it's hard to find spare 
cycles for this.

Here commits are welcome too :-)

The disadvantage I see when plugins are included in the main pcb 
repository is the burden on developers to maintain them ... for an 
example: see the toporouter history of events ... it's almost abandon-ware.

A very promising idea and feature for pcb ... only a single developer 
devoting his time to other projects ... :-(
