The current PCB file format is documented in the PCB manual, which is part of the PCB install. Look for "pcb.pdf" and read the "File Formats -> File Syntax" subsection. Note that while the file seems to be line oriented, and pcb always outputs it as such, the specification does not require that. The only reliable way to read a PCB file is to write a plugin and let pcb read it for you :-)
