You probably can turn off all the layers but the one with the tracks,
then select all the tracks. Make sure you have the layer you want the
track on selected, then press Shift+M (or in the Select menu, Move
Selected To Current Layer).

Either, press 'j' with the cursor on the track to make it join to the
polygon, or in the case of a small polygon that you want to short to
everything, press 's' on the polygon.

Footprints are available from gedasymbols.org, these need to be added to
a footprint directory. Add the footprint directory path to the library
path in PCB's Preferences menu, under Library.
