librecad is an open sourced fork of qcad ported to QT4. Both are 
essentially the same application.

qcad is in "universe", which is mostly a mirror of debian. The debian 
package is just a transitional package that points to lebrecad. So
for ubuntu "qcad" maps to librecad.
