I don't know, but I'm trying to find out.

If you look in libgeda/docs/what-is-libgeda.html (from the source tree) you'll
find:

  What is libgEDA?

  libgEDA is a set of common routines that are used in the gEDA suite of applications.
</body>

and I guess that libgeda is simply the set of routines that happed to
be useful for a larger set of programs, and if so it will be hard to 
explain what it does in one sentence.
