Maybe I'll try to answer my own question :)  I just opened up the .pcb 
file and see 2 sections :
Layer(2 "GND - L2")
Layer(3 "PWR - L3")

Is it as simple as changing it like this?:
Layer(3 "GND - L3")
Layer(2 "PWR - L2")
