Funky.. I can indeed imagine that being awkward to draw with PCB.

The easiest way to make this kind of thing happen would be to knock up
an action script which generates a polygon with particular dimensions
which you can paste into the circuit.

This means using a line approximation of the curved portion of the stub,
but I presume you can get that fine enough for it not to matter.
