I tried this in both ~/.pcb/preferences (which already existed) and ~/.pcb/settings (which I created for this test).
Neither worked (i.e. the default lib 0603 was used by Import Schematic).

Not sure which file(s) is/are read (or in what order)…

Either way, the problem persists
