I didn't know you didn't have any working Emacs at all. Mail problem=
s
can be worked around by cut-pasting into some other mailer.
Anyway, you can simply send email to bug-gnu-emacs AT gnu DOT org and
describe the problem in your own words. The bug tracker will catch
the mail and create a bug report.
