Is 4dos a dos emulator for the linux platform?  The inverse of cygwin?

Chuck, I made a screenshot of the download downthread.  Heck let me repost

It occurs to me now that this might be unuseful as, IIRC, you read news
offline.  Anyways, I'm looking at any number of folders from alpha to
current to a 64 byte readme file that fails.

There's no tarball.  There's no setup.exe.  How does one achieve a working
djgpp install on xp 686 architecture?
