The latest gdb compiled for DJGPP seems it was not compiled with TUI 
interface built in.

Besides the litmus tests you report, reading the README.DJGPP shows that 
for building the gdb package [n]curses was not used.

It seems that if you want this (additional) functionality you'll need to 
grab the sources and configure with this option and compile yourself.
