I searched for Demmer's gpib.zip but didn't locate it...

I'm not familiar with gpib but Demmer's post says it only does PIO for a
specific type of hardware:

MX claims to compile for DJGPP and has a file, i_dos_portio.c in
mx-1.3.0.tar.gz, which does DJGPP PIO:

The Linux code for MX seems to use the LLP driver which, for Linux, is here:
