Well, for http vs ftp on delorie.com at least I can assure you that
not only are they the same files, but they're the same physical
directories too.  There's only one copy of each file on my server.

All the other servers that are listed on my "getting djgpp" page are
known to have updated within the last few days.  I check this
(automatically) every day.
