Thanks. I found it. Partially. I found docs about
DJTAR and some "INFO" about TAR.

"info djtar" fails - my DJGPP is probably installed wrongly.
But I can read it manually at least.

"djtar, which is very handy but doesn't respond well to
-h and --help."

That's it. And contains no (C) or version infos.  And I have
4 versions of it now, nobody knows whitch one is the
newest or correct.

SUGGESTION to the maintainer (DJ Delorie ?):

Please add some more info in the next version
(into the DJTAR.EXE):
- (C) ...
- Version
- Supported archive types
- Version of BZ2 it is based on
- Short info how to create & extract archives

GNU TAR (TAR.EXE) allows to create and extract TAR
archives, right ?

DJTAR supports TAR, GZ, BZ2, ZIP, TAR.GZ & TAR.BZ2,
but extraction only, right ?

"contains a tar program compiled with djdev203"
...
"contains the same tar program compiled with djdev204
for the use winxp"

Is a separate version needed to run in the
"DOS"-BOX of XP ??? Not running elsewhere
(FreeDOS, MSDOS, DOS-BOX-W98, ... ) ?
