Which bits make sense to set depends heavily on what the program is
going to do with the results of stat(), so a global per-user setting
is not the right thing to do.  Each program needs to set exactly the
bits they need to get the best performance without sacrificing needed
functionality.

It's designed such that the default value of 0 gives the most
unix-like (i.e. unsurprising) behavior, for programs that are
blissfully unaware of DJGPP's stat() limitations.
