You must have downloaded the wrong version of the WATTCP ftp program.
It works fine and certainly supports "quote". You can get it as part
of the WATT-32 binaries package. It is also available precompiled at
"http://www.bgnett.no/~giva/misc/dosftp12.zip". The WATT-32 library
(which is the version of WATTCP to use with DJGPP) is available from
"http://www.bgnett.no/~giva/".

Be sure to edit the ftp.ini file before using dosftp. It defaults to
automatic anonymous login, which may not be what you want.
