Possibly, as you can tell gcc to optimise for AMD.

AMD64 is x86-64 and very different from x86 which is what DJGPP is
about. So I don't think this "AMD64 Libraries - HPC" is for you. Try
to find "X Libraries - HPC" where X is Intel, AMD or x86 or something.
