This is very unfortunate because I have no access to Windows XP.
In this moment I have no chance to debug this.

I do not understand why the use of different texinfos binaries
should produce different testsuite failure. I have never used texinfo 4.6
to produce the package so I can not tell anything here.
I will install texinfo 4.6 and reconfigure, recompile and run bison's  testsuite
to see what happens.

It should be noticed that configuring, compiling and runing the testsuite
with the packages I have told in the readme file using Windows 98 SE
works.
If it does not work on Windows XP then this seems to be a Win32/DJGPP
specific issue andIMHO it should be discussed here and not be send
to <bug-bison AT gnu DOT org>.
