I used the following package to build fil41s.zip.
cp.exe  works fine with no problem.

There are some packages having a higher version number than the 
readme.dos. I am not sure if it is the reason that I am unable to
reproduce the problem.

Anyway, cp.exe from fil41b.zip from the link below 
http://clio.rice.edu/djgpp/win2k/main_204.htm
has the bug.
