After using zip picker to download the base system config from a
mirror site, install it, set it up, check it works, then pick a mirror
site and download: 

pub/djgpp/current/v2gnu/acnf257b.zip
pub/djgpp/current/v2gnu/amak176b.zip
pub/djgpp/current/v2gnu/bsh204b.zip

save the zip files into your top level DJGPP directory and unzip them
using unzip32 or a compatible program as described in the DJGPP FAQ.
