They do, for inherited file handles.  An inherited handle doesn't have
its own entry in the system file tables, it just points to the same
entry as the original handle in the parent.  So, for such handles,
moving the file position in one process necessarily moves it in the
other, as they share the same file position.

If you think otherwise, please try a simple test program and see for
yourself.
