In particular, it says:

  The DOS allocation function (Int 21H Function 48H) is used.

Since DOS function 48h is controlled by the strategy you set via 58h,
I would think the answer is: yes, DPMI 0100h *is* controlled by DOS
58h.

The RBIL may have more to say about this.
