One possible problem might be that it does a "make clean" for some
reason.  I don't have the makefile in front of me, but it strikes me
as something weird to do when building a library.

No, that's not what I meant.  You need to prepend `-' to the
_command_ that this rule runs, like this:

 clean:
	-if exist bgi\*.o del bgi\*.o
