It's not so simple. Of course one needs GCJ to build libgcj, but it's not 
enough. libgcj should also be ported for DJGPP which is not a simple task.
It has been discussed a bit in this mailing list earlier, so search DJGPP

I think GCJ developers doesn't have any special interest about DJGPP.
Nobody is working to port libgcj for DJGPP as far as I know.
