I develop mostly with DJGPP+RHIDE; then I switch to Emacs and
recompile with MinGW+make. Allegro 3.9.x lets me do this. But
wouldn't showing RHIDE's User Screen (Alt+F5) turn the mouse
cursor back on?

Of course, using my mingw32.bat environment file switches to MinGW
compiled GNU make.

Can't Emacs do this? A lot of people use Emacs as their main IDE.
