Because the CVS guys want to be sure they use GNU diff, instead of
some other one the system vendor might have installed. Instead of
going through the hassle to make sure that they never accidentally
call the system 'diff', they just swallowed GNU diff (to be precise:
the GNU diff *library*, not the tool itself) into CVS.
