Some installation snafu, if you ask me, and a snafu that probably has
nothing to do with DJGPP per se.

Another possibility is a buggy disk cache.  Some versions of Norton
cache are known to produce these problems.

Frequent crashes of some memory-hungry utility is yet another possible
reason.

FWIW, I'm using DJGPP on an agressively optimized DOS system for 8
years, and I have yet to see such problems.
