No, it doesn't.  Make will happily work without a compiler at all
(unless you need to compile something).

Not true.  Depending on the command-line switches, GCC can work
without headers and without the assembler.

Only if you invoke them.

In short, the packages are more-or-less independent.  See the DSM
files (in those packages where they exist): you will see that the
requires: tag is normally limited to DPMI only.
