You probably installed DJGPP from a CD which came with a book, right?
It is a known bug that the vendor of one particular book supplies an
install program that doesn't copy stubify.exe to your hard disk.  You
need to find stubify.exe on the CD and manually copy it to the same
directory on your hard disk where gcc.exe lives.
