Not true in my system, even when I deselected it during installation, I have 
an entry in Add/Remove programs of the OS: 

...
[ ] Un paseo por Windows
...

Le enseña lo básico de Windows 95 para que pueda empezar a trabajar.

It means (more or less):

...
[ ] A tour for Windows 
...

Explains the basics of Windows 95 so you can start working.

And is offered in the "Welcome to Windows" dialog, but of course all the 
people skips it and checks the box to put this dialog away next time.
As Windows is installed where you buy the computer the user doesn't need to 
know how to install it and if the people at the place where you got the 
computer lets it enabled you can learn what a mouse is ;-)
